Sounds reasonable to me.
In my games, I kind of view them as Jedi in the time of Episodes IV-V-VI. Most regular people consider them relics/frauds of a bygone era, whereas more powerful, knowledgeable priests of other divinities would realize their potential and want to snuff them out. So, they need to keep their profile low.
In my campaign Artemis is relegated to a copper tower on Phobos where she is attended by a group of holy amazons...Its about time some of those Jed..er..holy warriors returned to Hyperborea to plant the seeds of defiance against Xathoqqua.
So instead of R'lyeh our cultists are waiting for the stars to come right for the return of the Copper Tower! And in the meantime they can be doing the usual cult stuff: recruiting new members, infiltrating other groups, plotting against their enemies, and summoning otherworldly beasties to assist with all the previous. And of course, there plenty of battling against wickedness and helping the downtrodden:
