Agreed.
Votin looks carefully at the tracks made on the stairs. Underneath Keet's, Narrhill's, and Tillak's he finds remnants of the original tracks.

Votin keeps climbing. And looking carefully around the structure at every turn of the stair as he wends up.

I'm not doing a nice job of describing this accurately. And the drawing is misleading. so I get that its confusing.]
The stairs lead up to a landing that goes like a catwalk around the bell, bell is 12 feet higher still than catwalk, and ringing rope burned away.
When Keet and Narrhill and Tillak - and where Votin is now - to the top of the stairs and to the landing , you are on the cemetery EAST side of the tower.
Keet found a Cowl of Silence hanging on a peg around the landing to his right (NORTH) side, no prints..
Then walked around landing to the SOUTH side following the prints where there were more prints , jumbled like whoever had stood there a while. But then Keet threw his dagger across the way. and Left.
Narrhill went up to same spot on SOUTH side and came back down, ignoring prints.
Tillak went up to same spot on South side and came back down, ignoring prints.
Votin has now gone up and Keet, Tillak and Narrhil sense he is on to something.
He is at the top of the stair, and I think he would probably go out to where all the jumbled tracks are on the SOUTH side where everyone went to.

So Keét probably missed something when he was up on the bell tower, but it seems like Votin might have found something?
He'll go inside to retrieve his dagger if possible.

"Mater Kéet, take my dagger, we can get yours later when we return inside, if it is not a shattered wreak. I suppose you were shooting at shadows up there, and did not see a foe we must dispatch?"

Narrhil looked up in dismay, as he watches Votin walking about on the parapet of the belltower. "I will go as see if I can help!"

Votin is following the same footprints up the tower as Keet did.
The only way inside the kitchen seems to be through the chapel. or through the broken out windows, but they are 20 ft off the ground, so Keet would need to Climb Walls.
(They look big enough to squeeze through.]

Votin pauses at the jumble of footprints on the SOUTH side of the tower and takes a knee up there.

Narrhil reclimbs the tower. And the top he sees Votin on his knees carefully tracing outlines of the prints with his finger in the trampled snow.

He points back to the steps behind you.
"The man came up here recently, to this spot and waited.
Can you see his many prints here?"
Votin stands.
"He looked across to there."
He points at the windows of the kitchen.
[DM rolls].
"I do remember hearing some movement of wood, some creaking when we were inside last. It would have been him on this tower."

Kéet stands staring at the window, hands on hips. "I suppose I will give it a try. If it doesn't work I'll just get it later." He then proceeds to climb up to the window to look through, and if he sees nothing dangerous, climb through.

The rough stone work of the exterior provides many finger and footholds for Keet, and like a shot, he is up at the sill.
There is broken glass still attached around the edge of the window opening. Inside , the kitchen is lighted well by Narrhil's magic light and Keet's dagger looks unharmed on the floor near the cellar door.
