im not understanding the first two sentences of this rule (pg 274 of 3e PM). can't all PCs move 1/2 and fire?
does this imply that non-fighters cannot fire more than once per round unless stationary? i might have missed that elsewhere in the rulebook.

It used to be spelled out in the rules that PCs who moved and fired had a reduced ROF. To be honest, I hadn't even noticed that this was no longer mentioned anywhere. It might be a casualty of moving from two separate combat phases to one (in which case firing march no longer does anything).

So, if a non-fighter wants to, say, move 10 feet and shoot, he or she can move 10 feet, stop, and shoot. They are effectively done for the round.
A fighter doing this, if he's got 2/1, can maybe move 5 feet, shoot, move another 10 and shoot again. If the move is beyond half his movement and he wants to take one of his shots at, say 25 feet, that last shot would go last in the round, regardless of initiative results.

1. if the non-fighter had 2/1 ROF and he moved 10 feet and shot, would he be able to shoot again? if not, what if he had 3/1? if he shot twice while stationary would he be able to move 1/2 after?
2. using last strike optional rule would a fighter with 3/1 missile be able to move 5 ft and shoot, move another 5 feet and shoot and then complete the full move and do a final shot at the end of the round?

1) Yes to 10 feet MV and then shoot twice for non-fighter. If you want to allow movement after taking advantage of being a stationary shooter, that is up to you, but typically I do not allow it -- unless it's within 5 feet. You will find that a lot of confusion ensues, slowing down combat when players are seeking to manipulate positioning after they have already taken their turn. Next thing you know, casters want to move after they have cast, or an enemy gets cut down by player character #2, so player character #1 now wants to take movement after his turn was already taken, and so forth. Can it possibly make for greater realism in combat? Sure. But I feel like it sacrifices the game flow of combat. Again, YMMV.
2) Yes. So, that is an advantage of that particular advanced combat action, should you allow advanced combat actions in your game.
