Emral smells the cowl for traces of alchemical or sorcerous ingredients, anything from lavender to brimstone, bat guano to a bezoar.
Is it good enough quality to be a magical item? Is it similar to anything worn by the acolyte in the dome room?

The cowl is in good shape. The hood is extra thick and the seams are tight. You don't detect any chemical scent.

Possibly. Emral got a fairly good look when he was up there and thinks he can reach it with that shovel.

Emral tries on the cowl. Hood up and down, seeing if that activates any powers.
The real question: does it go with his outfit? The cloak is red and dramatically tattered, and iirc he otherwise prefers clothes of greys and blacks, or functional leathers tending to oxblood or brown rather than black.
If it’s an item I am happy to describe how it “looks”.

The cowl is both well worn and in fine shape. The leather is a deep oiled brown and fetches nicely against the red robe.
Once the cowl's hood is on Emral, a thick blanket of nothingness envelopes his hearing. All sound is gone.

Emral pulls the hood down and up, hoping it is not a cursed hood but a protective option. Perhaps worn by acolytes when ringing the bell, and fallen to the bottom during the fire?

When the hood is up you hear absolutely nothing.

Add the Cowl of Dampening and its 800 XP (400 each if you split with your partner) to your character sheet.

There is nothing else of interest under the belfry...so
Climbing the stairs, Malak reaches the landing. The wood of the belfry over the roofline of the church is burned and more fragile. The bell is yet 12 ft higher, suspended from a horizontal beam.
Malak can see where the ringing rope was burnt up to the bell.
