Yes, that's exactly it, all that . The stains on the hands were shimmerlight. and the ring which is stained was simmerlight too. 
You get it right, I'm bad at this description. the ice dart "melted" like liquid onto your hands and ring. and didn't wipe off. More like a tattoo than a glove. Make sense?

[SKIPPING A KEET AT THE CELLAR DOOR ROUND HERE]

The three race around the south side of the building. Nothing new grabs their immediate attention as they are mainly focused on saving Keet from his mischief.

As they trudge Votin marvels at the lighted sphere atop the sanctuary - a large ball of enclosed light. Truly a sight to his barbarian eyes. He lingers on that belltower, and its bell, now a lit up beacon.

Shortly they arrive at the broken front doors. That same sphere of contained light just inside.

Memories: The electrical light crackles forming a transparent dome surrounding the church, its grounds illuminated within as day. There is movement atop the bell tower.

The dome of light seen from the lizardmen's mountain cave covered the entire sanctuary and was made of crackling lightning. Narrhill's is more like a light bulb giving no light outside itself. A difference of danger vs safety to Narrhil's mind.
