I was initially looking for Ullr's Island, where no Viking is allowed to make a permanent settlement by the decree of Ullr. But with Mount Ymir being a sacred site that makes sense too.

You sure, Bill? I just checked the book, and Ullr's Island is explicit about it. Mount Ymir doesn't have anything specfic. I think you can go again if you want. Doesn't do anyone any good to go easy on me. I'll never learn!

I'm going to assume we're ignoring noncorporeal monsters? I guess I also wouldn't want to try this with some of the jellier monsters in the book, but I think going by the overbear rules, it would be the behir:
Behir: AC 4, SV 11, +1 for size, +10 for 12 leg = a SV of 0!

Just as an irrelevant aside, I personally would rule that a human flat out can't overbear a behir or thew wagon.
